Points leader Payne pipped Tickford Racing star Waters to Race 33 pole by just 0.079s, with Bathurst winner Brodie Kostecki third alongside 2024 champion Will Brown.
A mistake in the Boost Mobile Top Ten Shootout consigned reigning champion Chaz Mostert to 10th, having initially qualified third behind provisional pole man Payne.
